It seems clear, not that the policy of the proposed measure is to depend upon that alone, but rather to present the application of that most important precedent. On the whole, therefore, it seems clear that the contemplated imposition of a license duty upon the gambling houses of "Hongkong" is not only not repugnant to the known principles of English law, but in strict conformity with them.
In this point of view, I am led to adhere to the principles, at least, of the late Acting Attorney-General's letter of 32nd July 1855, to the Colonial Secretary, in which that officer expresses his strong approbation of the measure, and suggests the mode of carrying it into execution.
